I have the sims 2 free time now I have the desire and the benefits for life. But what is it?
and also - what is mean "slow decline of motives"?

How Do U Get More Aspiration Benefits On Sims 2 SIMS 2 - LIFETIME ASPIRATION BENEFITS?

slow decay means that the outcome of the Sims will be more time needed to go from green to red. Each claim has several advantages, but they are all good! If you choose to spend points that do not actually spend the points until you reach the big hook. My favorite is the advantage of one of the works, offers a high likelihood that the opportunity to map on the right side, no matter what happens!
